Single Building Assessments in Scotland: Airey Miller appointed as an Authorised SBA Provider

Airey Miller has been appointed as an Authorised Single Building Assessment Provider in Scotland, confirmed by the Scottish Government under the Cladding Remediation Programme – Single Open Call (January 2026).

This authorisation enables Airey Miller to deliver Scottish Government-funded Single Building Assessments for eligible residential buildings across Scotland, supporting building owners, managing agents and housing providers in assessing and managing external wall fire risk.

What is a Single Building Assessment in Scotland

A Single Building Assessment (SBA) is the Scottish Government’s standardised process for assessing the fire safety risk associated with a building’s external wall system, including cladding, insulation, cavity barriers and associated construction.

The SBA specification was developed with independent fire engineers to provide a consistent, proportionate and evidence-based approach to cladding risk assessment across Scotland.

Why would you need an SBA?

The key regulatory driver is the Housing (Cladding Remediation) (Scotland) Act 2024 (the “Cladding Remediation Act”), in force from 6 January 2025, which puts Single Building Assessments (SBAs) on a statutory footing as part of Scotland’s Cladding Remediation Programme.

Only assessments carried out by authorised SBA providers are eligible for Scottish Government funding under the Single Open Call.

What does an SBA include?

An SBA comprises two essential components:

  • Fire Risk Appraisal of External Walls (FRAEW) carried out to PAS 9980 principles (risk-based, evidence-led, proportionate).

  • Fire Risk Assessment (FRA)  - carried out to BS 9792:2025

  • Single building assessment report  -a single combined report for both assessments to give a holistic building assessment in order to evaluate how the external wall system performs in a fire scenario, identify any risks to life safety, and confirm whether mitigation or remediation is required.

All SBAs must be undertaken by competent, qualified professionals and reported in accordance with the Scottish Government’s SBA specification.
