Interim Public Sector Support during Covid-19 period.

The Airey Miller team would like to express our sincere gratitude for the huge effort the public sector is putting into manage the Civid-19 response.


The world has changed in a short matter of days as we face new priorities and unprecedented challenges. We are all in this together and therefore would like to offer our help with balancing out the impact the crisis has had. Our team has decades of experience working within local authorities and will be quick and agile to adapt to new and emerging challenges.


In response to the crisis, we have brought together a multi-disciplinary team drawing from our pool of professionals within Airey Miller, which contains a blend of skills and resources perfectly aligned to deliver excellence in the following areas:


Backfilling for re-deployed staff e.g. programme management office and development finance – our skills cover most areas of housing work from both the client-side and delivery agent point of view so we will be agile and quick to cover core service areas and help provide continuity of business and ensure quick recovery post crisis.

Emergency repairs – our team is well versed in managing complex programmes and finances relating to existing Council Housing stock. Our surveyors and technical Project Managers  have worked with and within dozens of local authorities in an array of roles; from undertaking condition surveys to delivery of works, procuring and managing the supply chain etc.

Critical housing safety – we have long been at the forefront in driving our industry to develop approaches to improve and monitor safety standards e.g. undertake risk assessments.

Emergency housing provision – we have supported Councils' in their management of temporary accommodation and know intricately the  challenges involved in reducing homelessness and ensuring the safety and wellbeing of vulnerable residents. We can help with the immediate challenges around increasing short term capacity and quickly find solutions to ensure everyone has a safe home to minimise exposure. Our services can work alongside and support Programme Managers and Support Officers.

Procurement – With a vast database of trusted industry colleagues we are happy to partner with councils to offer quick solutions to bringing on board the right suppliers and sub-consultants required to maximise speed and impact of emergency measures.

Caroline Pillay  MSc MAPM

Caroline has a wealth of experience in the delivery of urban regeneration projects, both as a consultant and client side. Her team provide development and project management services and, in conjunction with her colleagues throughout Airey Miller, a complete strategic, commercial and technical advisory service. An example of which is one of the largest regeneration projects in London where we are supporting Homes for Lambeth.

Peter Airey  MRICS  IMaPS

With over 35 years experience, Peter provides his knowledge, expertise and support in all areas of our technical and professional activity. He specialises in procurement, where he provides innovation, vision and a pioneering approach. Peter also has knowledge and experience in off-site manufacture, commodities, procurement and establishing BIM management processes.

Tobias Goevert MA UD DipArch ARB

Tobias has 20 years of experience working in the development industry in London. Within Airey Mller Partnership he takes a senior role supporting Councils becoming better clients, for example he recently led the transformation of Lewisham’s housing service into a brand new Strategic Development function, overseeing delivery of 1000 new social homes by 2022. He previously worked as Head of Regeneration & Design at Harrow Council (2015-2018) and Area Regen Manager at the Greater London Authority and London Development Agency (2003-2015),
