Challenge

To deliver a high quality extra care scheme with budget and meet the County Council’s expectations for a Capital Receipt.

An architect had already produced designs approaching RIBA 3 when we were appointed.

We undertook a series of cost plans and advised that the proposals significantly exceeded the client’s budget of £10.35m.

There were many areas where the inexperience of the architect had failed to incorporate the requirements for such a scheme. Furthermore, cost had been inappropriately incorporated into the scheme.

The original architect was replaced and we worked with the new appointment to deliver scheme proposals. The budget was challenging and, following several stakeholder meetings, it was agreed to incorporate commercial kitchens, café drop-in facilities to increase revenue and budget. We fully advised on cost and time constraints required early possession. To this end we negotiated with one of the client’s Framework Contractors to enable the delivery of the scheme within the allocated funding criteria.

A discovery of an Anglo-Saxon build on the site also added to our challenge to keep control of cost as pre-contract delays occurred. We were required to broker and agree a reasonable extension of time and loss and expense claim.

  • From our first involvement we provided robust cost advice and enabled a practical design solution to be designed

  • We established risk registers and undertook all the due diligence surveys which had been left to the design and build contractor. A lesson learned is to ensure all surveys are undertaken as quickly as possible

  • We managed a negotiated tender successfully and undertook a thorough value engineering process with the contractor to reduce costs, but maintain value for money

We fully engaged with all third party stakeholders including occupational therapists and commercial managers. This enabled a fully understood design brief and minimised post contract design changes.

The project has proceeded on target in terms of build and cost and is to achieve practical completion in September 2015.
